Google has recently announced that it can index external files called from Flash sites. This means that when a SWF file loads content from some other file (whether it's text, HTML, XML, another SWF, etc.) Google can index this external content too, and associate it with the parent SWF file and any documents that embed it. I still feel that today for most sites having a full Flash site isn't the best option. You can do great and 'flashy' things with awesome JavaScript frameworks without the hassle of SEO and Flash.

I have done tons of SEO on flash websites, and they work out better than HTML. There are techniques for using the back button with flash in the browser.

The average internet speeds these days are high.

Accessibility has gotten a lot better. Many people do websites using tables instead of divs which is no good for people with accessibility issues.

Flash is not recommended for database driven sites, really large websites, and text/information heavy website. Its just more appropriate and feasible for html/php etc..
